As the founder of Pentzke Group II, LLC, Dorothy has provided countless opportunities for minority and women-owned business enterprises (M/WBE’s) to become stronger business owners. She has been responsible for establishing mentoring relationships between large and established construction companies and M/WBE’s. Her programs are based on a continuous improvement model that provides flexibility to meet the needs of program sponsors, as well as the Mentors and Protégé. Dorothy’s Mentor/Protégé Programs are designed to provide opportunities that will enhance the abilities of M/WBE’s construction contractors to achieve greater success at the highest level of competition. The objective is to facilitate relationships, nurture leadership, encourage creativity, enhance Protégé business acumen and create opportunities for collaboration and education.

2001 – Present Port Authority of NY and NJ Program Management

Developed the Mentor/Protégé Program for minority and women-owned business enterprises (M/WBE’s) at the Port Authority. Responsible for establishing relationships between Mentor-Protégés. The Mentor/Protégé Program of the Port Authority of NY & NJ was created to enhance the chances of M/WBE’s construction contractors to achieve success at the highest level of competition. The objective is to accomplish via mentoring, the Protégés goals of refining their working process and management style through workshops and encouraging collaboration between the major construction firm and the Protégé.

The Mentor Protégé Program of the Port Authority of NY & NJ increases the number of the Port Authority certified Minority and Women owned Business Enterprises (M/WBE) contractors capable of bidding successfully on larger construction contracts with the Agency and other public and private organizations. The program seeks to improve the Protégés’ management, organization and construction skills by teaching them new strategic tools to speed the growth of their businesses.

The program started as a pilot program in 2001 and was fully launched in 2002. This unique and innovative program represents a significant commitment major construction companies have made to act as Mentors to Protégé firms, sharing their business and construction expertise, and providing crucial industry exposure. The first class of Protégé firms graduated in April 2005, after completing the inaugural three year Program with many reporting increases in their businesses because of their participation. This program is one major example of how the Port Authority, working with public and private parties, helps strengthen the regional economy creates new business opportunities and broadens workforce participation.

Developed a Union Pilot Program from April 2008 to July 2011 for Minority and Women Contractors Members of BTEA, with a revenue volume between $2.5 million and $15 million.

Upon conclusion of analysis, she submitted a comprehensive 12-month training program with seminars in construction related subjects including finance, business development, contract law and other IT seminars.
